City of Wildomar Redistricting Process
Every ten years, districts must be redrawn so that each district is substantially equal in population. This process, called redistricting, is important in ensuring that each city councilmember represents about the same number of constituents. In Wildomar, the City Council is responsible for drawing council districts.
Redistricting is done using U.S. Census data, which is usually released around March 31, 2021; however, due to COVID-19, the U.S. Census data was delayed and the information will not be available until September 30, 2021. For the City of Wildomar, the redistricting process must be completed by April 17, 2022.

Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a councilmember.
The City Council will seek input in selecting the next district map for our City Council. You have an opportunity to share with the City Council how you think district boundaries should be drawn to best represent your community.

To the extent practicable, district lines will be adopted using the following criteria:
- Geographically contiguous districts (each city council district should share a common border with the next).
- Geographic integrity of local neighborhoods or communities shall be respected in a manner that minimizes its division.
- Geographic integrity of a city shall be respected in a manner that minimizes its division.
- Easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, rail lines, etc.).
- Lines shall be drawn to encourage geographic compactness.
- In addition, boundaries shall not be drawn for purposes of favoring or discriminating against a political party.

The City Council will reach out to local media to publicize the redistricting process. Also, we will make a good faith effort to notify community groups of various kinds about the redistricting process. Our Public Hearings will be provided in applicable languages if residents submit a request in advance. The City Council will notify the public about redistricting public hearings, post maps online before adoption, and create a dedicated web page for all relevant information about the redistricting process.

The City Council will be holding hearings to receive public input on where district lines should be drawn.
By law, the City must hold at least four public hearings that enable community members to provide input on the drawing of district maps:
- At least one hearing must occur before the city or county draws draft maps
- At least two hearings must happen after the drawing of draft maps
- The fourth hearing can happen either before or after the drawing of draft maps

En la medida de lo posible, las líneas de distrito se adoptarán utilizando los siguientes criterios:

- se trazarán líneas para fomentar la compactación geográfica. Además, no se establecerán límites con el fin de favorecer o discriminar hacia un partido político.

El Ayuntamiento se pondrá en contacto con los medios de comunicación locales para dar a conocer el proceso de redistribución de distritos. Además, haremos un esfuerzo de buena fe para notificar a los diversos grupos de la comunidad sobre el proceso de redistribución de distritos. Nuestras públicos se ofrecerán en los idiomas pertinentes si los residentes presentan una solicitud por adelantado. Voter Registration
October 24, 2022 was the last day to register to vote for the November 8, 2022 General Municipal Election.

To register to vote in California, you must be:
- A United States citizen and a resident of California;
- 18 years old or older on Election Day;
- Not currently serving a state or federal prison term for the conviction of a felony; and
- Not currently found mentally incompetent to vote by a court.
If you are eligible, you can register to vote or update your registration online at California Online Voter Registration. If you would like to fill out a physical form, voter registration applications can be found at post offices and libraries.
You must re-register to vote if you move, change your name, or change your political party preference.

Yes, to pre register to vote in California, you must:
- Be 16 or 17 years old; and
- Meet all the other eligibility requirements to vote.
After pre-registering, you will automatically be registered to vote on your 18th birthday. Go to registertovote.ca.gov to pre-register to vote.

Registration is valid for one calendar year (or portion thereof) and expires on December 31 of the year registered. Renewal registrations must be completed between January 1 and January 31.

Abandoned properties shall be maintained in a manner comparable to the neighborhood. At a minimum, abandoned properties shall be maintained as follows:
- Free of evidence of vacancy;
- Free of graffiti, tagging or similar markings (repainting colors must match the exterior paint colors);
- Landscape maintenance of visible front and side yards;
- Pools and spas either (a) in working order so the water remains clear and free of pollutants and debris, or (b) drained and kept dry; and
- Secured against access by unauthorized persons.

Distressed & Abandoned Properties
Any residential property located within the City of Wildomar that is vacant, distressed, or abandoned is subject to registration by the trustee or other beneficiary within ten days of the required property inspection.

Distressed & Abandoned Properties
Prior to recording a Notice of Default, an inspection of the property is required. Inspections must be performed monthly until property in default/foreclosure is remedied, or property becomes vacant or shows signs of vacancy.
Trustees/Lenders are responsible for the maintenance of the property to the standard of the neighborhood, and to secure from potential public health or safety risks due to the distressed or abandoned status. Responsibilities are considerable, and include, but are not limited to inspections, maintenance, security, and registration and property signage as required under the ordinance.
